Patsy was born in Chicago, Illinois, on October 28, 1926, to Joseph H. and Gertrude G. Baker. She and Jean Neustadt were married in Nashville, Tennessee, on May 12, 1949. Patsy first saw what Braille was and became very interested in the entire program. A friend of her mother’s was Brailling for a group in Nashville and she joined them after learning a few basic things through the American Red Cross. After marrying and moving to Ardmore, she became associated with the Library of Congress and passed many difficult exams. She started Brailling in the early 1950’s and did so until the early 1990’s. Patsy received awards from the Library of Congress in Washington for her work and service.  She served on the boards of the Children’s Shelter, Animal Shelter, The Greater Southwest Historical Museum, Ivy Garden Club, and The Oklahoma Cancer Institute Board of Directors in Oklahoma City. She enjoyed her many years with The Ardmore Shrine Club in charge of tickets and box office for the rodeo. Her primary hobby was needlework and hand work, working with puzzles and playing cards with friends and family. Patsy was thankful for her “boys” and for them always being there when she needed them. She was forever grateful to Debbie and Becky, who were always kind and loving to her. Patsy also wanted to give a very special thanks to the J.B.S. group and to Melissa and Benny Lang for being so very special to her these past years.

She was preceded in death by her parents, husband, Jean Neustadt, on June 3, 1995, and her son, Marc Neustadt in November of 2015.

Patsy is survived by her three sons and their families: Jean Jr., and wife, Teresa, of Houston, Texas, Bruce and wife, Susan, of Dallas, Texas, and Joe and wife, Suzanne, of Kansas City, Missouri. The joy of her life were her grandchildren: Jean III, and wife, Crystal, of Houston,  Laura, and husband, Chad Stephenson, of Houston, Mallory and husband, Aaron Blanton, of Houston, Mia, Jourdan, Hannah, Tatum, Regan, Derek, Cameron, and Payton, her great-granddaughter, Charlotte Louise Stephenson, and great-grandson, Luke Stephenson.
